A New Chapter in Central–HKSAR Relations: Advancing Toward a New Stage of “Deep Integration”

The National Security and Legal Education Research Centre of the Education University of Hong Kong recently hosted a public lecture titled “A New Chapter in Central–HKSAR Relations,” featuring Professor Zheng Ge of Shanghai Jiao Tong University and Mr. Liu Wei, Partner of Jingtian & Gongcheng’s Hong Kong Office. The speakers examined Hong Kong’s evolving constitutional landscape following the completion of its local national security legislation, offering an in‑depth analysis of how the city is transitioning from the stage of “stability to prosperity” toward a new phase of “deep integration.

 


Professor Zheng emphasized that “One Country, Two Systems” is a strategic framework designed to allow time and space for social integration, with the primacy of “One Country” as its foundational principle. He highlighted how improvements to the electoral system, the implementation of the “patriots administering Hong Kong” principle, and the passage of Article 23 legislation have collectively restored effective governance and repositioned Hong Kong to refocus on development.

Mr. Liu reviewed the historical development of the Basic Law and underscored the close relationship between Hong Kong’s institutional security and national security, particularly given its role as an international financial centre. He noted that Hong Kong must further align with national development strategies, especially in financial regulation, cross‑border governance, and professional services.
 


The seminar concluded that “deep integration” is not a mechanical extension of existing arrangements but a comprehensive process involving institutional coordination, regulatory innovation, and social cohesion. Participants agreed that Hong Kong stands at a pivotal moment, with new opportunities emerging from the nation’s broader development agenda.
