Our Centre and the New Territories North Regional Headquarters’ Regional Crime Prevention Office of the Hong Kong Police Force jointly organized a seminar for national security education instructors

On June 19, 2025, the National Security and Legal Education Research Centre (NSLERC) of the Education University of Hong Kong (EdUHK) and the New Territories North Regional Headquarters’ Regional Crime Prevention Office of the Hong Kong Police Force jointly organized a training seminar for national security education instructors, which brought together experts from different fields to provide participants with comprehensive and practical guidance on enhancement of national security education.

 

 

First, Professor John Chi-Kin Lee, President of EdUHK, delivered a welcome speech via video, highlighting that national security education goes beyond knowledge dissemination to include the instillation of positive values. Its goal is to nurture students into law-abiding citizens with a proper outlook on life, values, and worldview. Following this, Mr. Andrew Kai-Yan Kan, Deputy Commissioner of the Hong Kong Police Force (National Security), delivered an opening speech, stressing the importance of strengthening national security and value education, particularly fostering patriotism and critical thinking, in preventing soft confrontation by external forces.

 

 

During the formal lecture, Barrister Yingpeng Wu, who is dually qualified in both Hong Kong and Mainland China, delivered a seminar on “Constitutional Order and National Security Legislation in the Hong Kong Special Administrative Region”. Through highlighting the essence of the Constitution of the People’s Republic of China, the Basic Law, the Hong Kong National Security Law and the Safeguarding National Security Ordinance, Barrister Wu explained the constitutional basis of Hong Kong and the importance of national security legislation to the audience in a simple and easy-to-understand manner. Professor Minkang Gu, Director of EdUHK’s NSLERC and a renowned legal scholar with over 30 years of teaching experience, focused on sharing his insights on the “Substance, Procedure and Special Provisions of the Hong Kong National Security Law”. Through integrating concepts from criminal law, Professor Gu explained the core elements of the Hong Kong National Security Law from multiple perspectives, and offered professional insights to participants through making a comparative analysis between Hong Kong and foreign national security legislation. Finally, Mr. Alvin Cheung-Hing Wong, Chief Inspector of Police, shared with participants the national security education courseware specially designed by the Hong Kong Police Force from a practical perspective as an extension of theoretical knowledge, and guided participants on how to flexibly adapt the courseware to arouse students’ national security awareness.

 

 

This event encompassed the sharing of both theoretical and practical knowledge. In addition to providing comprehensive lectures and innovative teaching materials for educators, the Police Force's “NSpeed ​​Promotion Truck” also stationed at EdUHK during the lecture, bringing national security information to the campus through a series of relaxing interactive games. This constitutes a predominant step for further improving and consolidating national security education.
