On 30 July 2026, a delegation from Southwest University of Political Science and Law (SWUPL), led by Professor TANG Qingyang, Secretary of the CPC Committee of SWUPL and Doctoral Supervisor, visited The Education University of Hong Kong (EdUHK). The delegation comprised Professor MA Fang, Dean of the School of National Security Studies and Doctoral Supervisor; Professor MEI Ao, Associate Dean of the School of International Law and Doctoral Supervisor; Associate Professor GU Jiajie, Deputy Director of the Office of Domestic Cooperation (Alumni Affairs Office) and faculty member of the School of Law; and Mr HUANG Wenlin, Dean of the School of Continuing Education (School of Training).
Representatives from the Academy for Applied Policy Studies and Education Futures (AAPSEF), the National Security and Legal Education Research Centre (NSLERC), and the Academy for Educational Development and Innovation (ADEI) of EdUHK met with the delegation. The participants exchanged views on the development of National Security Law as an academic discipline, talent cultivation, and prospective cooperation between the two universities.
During the meeting, Professor GU Minkang, Director of the NSLERC, extended a warm welcome to the delegation. He introduced the background and strategic positioning of the Centre, as well as the development of its existing master’s programmes and curricula. Professor Gu emphasised the importance of continuously strengthening national security law as an academic discipline and advancing national security and legal education in cultivating professionals equipped with national security awareness, legal competence, and an international perspective.
Professor Tang introduced the development of national security studies and the progress of related academic disciplines at SWUPL. He also shared the University’s experience and practices in strengthening legal education, advancing educational reform, and cultivating highly qualified legal professionals, highlighting SWUPL’s longstanding contribution as a prominent member of China’s renowned “Five Institutes and Four Departments” in legal education.
Professor Ma further outlined the distinctive strengths and achievements of SWUPL in the development of national security studies. He identified three prospective areas of cooperation between the two universities. First, the two institutions could jointly explore an integrated undergraduate, master’s and doctoral education system for cultivating outstanding and innovative talent. Second, they could collaborate on the development of national security education curricula. Third, they could deepen academic cooperation by focusing on key areas such as national security law and by promoting scholarly exchanges and the sharing of research results.
Representatives of both universities subsequently exchanged views on continuing education, collaborative talent development between the Chinese Mainland and HKSAR, student exchanges, and international engagement. Participants agreed that the two universities have considerable potential for cooperation in national security law education, legal talent development and academic research.
Both parties expressed their intention to take the visit as an opportunity to work towards establishing a strategic partnership and developing a regular mechanism for institutional exchange. They also agreed to accelerate the planning and implementation of collaborative initiatives in talent cultivation, curriculum development, academic research, and staff and student exchanges, with a view to jointly advancing the development of national security law and other areas of legal education and scholarship.
